Maxim Malaysia Gets Final APAD Green Light, Strengthens Role as a Key E-Hailing Player Nationwide

Ride hailing provider, Maxim E-hailing Malaysia, shared that the company had officially secured its final approval letter from the Land Public Transport Agency (APAD), confirming that the platform has fully met regulatory requirements and can continue operating legally in every state. This approval marks the successful completion of the agency’s three-month monitoring period, during which Maxim was required to demonstrate strict compliance across all operational areas.

Mushfique Ahmed, Legal Compliance & Government Relation of Maxim Malaysia, detailed the areas the company focused on during this period — from improving the legalization process to supporting drivers financially and informationally, enhancing safety features, and strengthening its community and social responsibility commitments.

During the approval process, Maxim submitted all required reports and implemented key improvements to ensure full driver licensing compliance. The platform also passed APAD’s inspection and is now cleared to continue offering online e-hailing services across Malaysia.

To reinforce compliance and transparency, Maxim carried out an internal audit of PSV (Public Service Vehicle) and eVP (E-Hailing Vehicle Permit) licences, updated its driver onboarding process, and introduced more rigorous inspection procedures. The company also rolled out financial support of up to RM400 for new drivers and a 0% commission incentive for newly approved drivers. Additionally, Maxim collaborated with driving schools to speed up the PSV application process while fully covering the associated costs.

On the aspect of safety, Maxim launched women-only ride options in selected East Coast cities, provided child seats to top-performing drivers in Terengganu, and upgraded its in-app SOS button for faster emergency response. The company also expanded its support for Persons with Disabilities (OKU) by maintaining 0% commission for OKU drivers and enhancing service options for OKU customers.

Maxim continued its community programmes throughout the monitoring period, including Independence Day and Malaysia Day campaigns, transportation support for the blind community, and blood donation drives. Through its memorandum of understanding (MoU) with the Malaysian Association for the Blind, the company reaffirmed its commitment to inclusivity and social welfare.

We will continue improving our services, expanding our reach, and ensuring a safe and reliable experience for passengers and driver-partners. Hazwan emphasised that Maxim’s mission extends beyond being a conventional e-hailing provider. The platform also plays an important role in enabling economic participation, especially for individuals who depend on e-hailing as their primary source of income. With operations that span major cities, suburban areas, and rural communities, Maxim remains committed to ensuring accessible transportation for all Malaysians.

“These steps reflect our commitment not only to regulatory compliance but also to strengthening passenger safety, driver welfare, and community support. Maxim has demonstrated that it is a necessary and competitive player in Malaysia’s e-hailing landscape, helping reduce market monopoly and improving mobility across all states,” added Hazwan.

With its APAD approval secured, Maxim Malaysia is now positioned to enhance its technological capabilities, expand its services, and continue working closely with authorities and local communities to support a modern, inclusive transportation ecosystem.
