MOF Clarifies BUDI MADANI Fuel Subsidy Eligibility For RON95 And Diesel Users

The Ministry of Finance (MOF) has clarified the eligibility categories under the BUDI MADANI targeted fuel subsidy programme, giving Malaysians a clearer understanding of who qualifies for subsidised RON95 and diesel, and how much fuel they are entitled to each month.

The clarification comes as the programme enters its latest phase, with the government reporting strong public interest. As of the morning of 28 June, the official BUDI MADANI portal received more than 13,000 new applications from eligible private pickup truck and SUV owners seeking an additional 100 litres of subsidised diesel each month, bringing their total monthly allocation to 300 litres.

According to MOF, the latest guidance covers three common categories of motorists and explains the monthly fuel quota available under the targeted subsidy programme.

Private Petrol Vehicle Owners

Malaysian citizens with a valid driving licence who qualify for BUDI95 are still automatically entitled to:

  • 200 litres of subsidised fuel per month
  • RON95 priced at RM1.99 per litre

Private Diesel Vehicle Owners

Eligible Malaysian citizens who own a private diesel-powered vehicle and hold an active driving licence receive:

  • 200 litres of subsidised fuel per month
  • RON95 at RM1.99 per litre (where applicable)
  • Diesel at RM2.10 per litre

Diesel Pickup And SUV Owners

Eligible owners of diesel-powered pickup trucks and SUVs receive:

  • 200 litres automatically every month
  • An additional 100 litres upon successful application
  • A total monthly allocation of 300 litres
  • RON95 at RM1.99 per litre
  • Diesel at RM2.10 per litre

The additional allocation is intended for eligible owners whose monthly fuel usage exceeds the standard quota. Applications can be submitted through the official BUDI MADANI portal.

Designed To Reduce Leakages

The latest diesel subsidy mechanism, which took effect on 1 July, uses MyKad verification at participating fuel stations to ensure subsidised diesel is sold only to eligible motorists. According to Bernama, the system is expected to reduce subsidy leakages while ensuring government assistance reaches those who genuinely qualify under the targeted subsidy programme.

Motorists can check their eligibility category and submit applications through the official BUDI MADANI portal.

CarTok Editor’s Note

Every ringgit spent on fuel subsidies comes with a trade-off. The government’s challenge is to limit leakages and keep subsidy spending sustainable without placing unnecessary pressure on households already facing higher living costs. BUDI MADANI is trying to perform that balancing act. As the programme evolves, its success will ultimately be measured not only by how much money is saved, but by whether those who need support continue to receive it with minimal friction.
